SRA COVID-19 Updates – Mandatory Fast & Easy Testing for Personal Care Services Establishments

Mandatory FET Regime for Personal Care Services (PCS) establishments
As announced earlier, all staff who work in settings with unmasked clients/patrons and/or have prolonged and close contact with clients when performing services will be placed on the Fast and Easy Testing (FET) regime, using tests such as antigen rapid test (ART). We are going to be progressively rolling this out and will be mandated by mid-July 2020.
  • From mid-July 2021, this is mandatory for:
  • All outlet employees at PCS establishments (e.g. facial and nail services, spas/saunas, massage establishments, hairdressing, and make-up services)
  • This is regardlesss of vaccination status
  • It includes all part-time/full-time staff and third-party contracted staff (e.g. cleaners)
  • Testing is to be done every 14 days
  • PCS establishments are encouraged to do conduct the Employer-Supervised Self-Swab (ESSS). This supervised swab will be done either on-site at the workplace or via video-conferencing. Costs for the ART kits and supervisor training (for ESSS) will be covered by the Government for the first three months, until 30 September 2021
  • For small businesses in neighbourhood centres, which might not be able to organise the supervised self-swabs on their own, the relevant government agencies will progressively reach out to PCS establishments with details to be tested at the Quick Test Centres (QTCs). The costs for the services and ART test kits that will be used at the QTC will also be borne by the Government until 30 September 2021.
  • PCS establishments can register for self-collection of ART and Swab Registration System (to record results) at https://go.gov.sg/fet-registration-pcs by 6 July 2021.
