The National Trades Union Congress (NTUC)-Singapore National Employers Federation (SNEF) PME Taskforce (PME TF) was formed in October 2020, with the aim of understanding the key concerns and needs of Professionals, Managers and Executives (PMEs) at the workplace.

After consulting more than 10,000 PMEs, union leaders and business leaders through online surveys, focus group discussions and engagement sessions, the lack of job security and greater support in employment and training opportunities ranked the highest for PMEs’ concerns. To address these challenges and considerations, the PME TF presented 9 recommendations under 4 key thrusts, namely:

  • Enhance fair employment practices through improving HR standards and strengthening enforcement against errant companies adopting fair practices
  • Strengthen Singaporean core through enhancing EP application review process and facilitating skills transfer to local PMEs
  • Widen support for PMEs through review of legislation on PME’s representation
  • Strengthen unemployment income support for PMEs who are involuntary unemployed
  • Assist mature PMEs to transit into meaningful employment through short term salary support
  • Build Singaporean leadership bench strength
  • Provide customised career coaching support for PMEs
  • Develop structured jobs and skills plans for PMEs through Company Training Committees (CTCs)
  • Strengthen the nexus between tripartite partners to prepare workforce for economic transitions and investment pipelines
